MOH: Monitoring and assessment of the national essential medicine system commenced

Xinhua News Agency reported on Aug. 16th, Ministry of Health (MOH) announced MOH will commence monitoring and assessing the implementation of the national essential medicine system in every province since late August.

MOH notified every province (region / municipality) to carry out monitoring and assessment of implementation of national essential medicine system in the duration from late August to October 15th. The monitoring and assessment report by the health bureau of each province (region / municipality) as well as the primitive files fulfilled by the primary medical and health care institutions must be submitted to MOH by October 25th. MOH will also take 20 public health care institutions, including 15 township health care centers and 5 health service centers for community at random in each province (region / municipality) to participate in the assessment.

As we have learned, the data submitted to MOH are concerning the key links of carrying out the essential medicine system, such as biding procurement, matching compensation, performance appraisal and supporting comprehensive reform, etc.. The assessment toward the primary medical and health care institutions is focusing on some specific indicators, for example, the quantities and varieties of medicines, the reasonable application of antibiotics, the wages level and turnover of personnel, etc. Since it was launched in 2009, as an important part of the health care reform, the national essential medicine system has made remarkable contributions to guarantee the sufficient supplying and reasonable application of the essential medicines, change the ‘compensation system for the medical cost through drug-selling profits’ and alleviate the basic medicinal burden on the masses. In 2010, MOH organized the monitoring and assessment of implementing the national essential medicine system in primary medical and health care institution level. Under the background of the whole coverage of national essential medicine system on all public primary medical and health care institutions, the monitoring and assessment result this time will be very interesting.
